Unable to Create Pay on Receipt Autoinvoice Due to No Data Populated in the AP_INVOICES_INTERFACE Table (Doc ID 3066329.1)

Symptoms

Pay On Receipt AutoInvoice program didnot populate the data in the AP_INVOICES_INTERFACE Table to create invoice.
The issue can be reproduced at will with the following steps:

1. Navigate to Inventory Responsiblity

2. Transactions > Receiving > Create a receipt

3. Run Pay On Receipt AutoInvoice and see no invoice is created
