Requisition Header DFF Fields Not Shown In IProcurment Requisition Page (Doc ID 3066963.1)

Personalized the page to display Requisition Header DFF(Descriptive Flexfield) in Requisition page, however, Header DFF not shown.

Step to reproduce the issue:

In iProcurement responsibility
1, In the Requisition xxxx page;
  - Go to Personalize page link
2. Click Personalize/pencil icon for
        Flex: (ReqHeaderDff)
     - Set Rendered to True at desired level (ex. Responsibility level)
     - Click Apply
3. Back to Requisition xxxx page
    - Still Requisition Header DFF not shown
