New Secure 2.0 401k, 403b, or 457 Roth Catchup Element Errors When Set to 0% and Take Overlimt Catchup = Always (Doc ID 3068028.1)

Symptoms

For the new Secure Act deferred comp deductions, when using the Roth Catchup, Quick Pay is ending in error.

       "The process has reached the maximum number of attempts in trying to resolve the Net pay"

The issue can be reproduced at will with the following steps:
1. US Super HRMS Manager or equivalent responsibility.
2. Roth Catchup is added to the employee's Element Entries.
3. The Pretax and Roth Catchup elements are set to 0% and Take Overlimt Catchup = Always.
4. The Catchup pretax is deducted correctly.
5. But when the Roth Catchup is added with 0% and Take Overlimt Catchup = Always.
6. The Quick Pay / Payroll ends in error.
