Symptoms

The petty cash transactions are missing from the "Israeli VAT File related to 835" report output. 

The issue can be reproduced at will with the following steps:
1. Navigate to AP/AR Localization responsibility.
2. Go to View > Request > Submit a new request.
3. Run "Israeli VAT File related to 835".
