ECO Propagation is Failing with Error- "You cannot change or disable a component XXX. Please check the effective date and disable date for the old component" (Doc ID 3068185.1)

Symptoms

While propagating Engineering Change Order(ECO) from one Organization to another, ECO propagate program is failing with below error:

You cannot change or disable a component XXX. Please check the effective date and disable date for the old component

The issue can be reproduced at will with the following steps:
1. Navigate to Engineering responsibility

2. ECOs > ECOs > Then choose menu option Tools > Propagate ECOs

3. See that ECO propagate program ends in error and ECO cannot be propagated.
