Symptoms
While updating change request in update change request page, following error is thrown and system does not allow to save the change.
Unable to perform transaction on the record.
Cause: The record contains stale data. The record has been modified by another user.
Action: Cancel the transaction and re-query the record to get the new data.

The issue can be reproduced at will with the following steps:
1. Navigation: Development Manager -> Change Management -> Change Simple Search
2. Search for a change in draft status
3. Change Action to Update and Click Go
4. See the error.
