Error When Recompiling Item Categories (MCAT) Key Flexfield APP-FND-00668 APP-FND-00798: Invalid Reference $PARENT_VALUE$ In Value Set Attached To Segment '&Segment Name' (Doc ID 3068805.1)

Symptoms

When attempting to create Requisition, no values are shown for "Category" and the following error occurs when recompiling the Item categories > PO Item Category structure.

ERROR
APP-FND_00668: The data that defines the flexfield on this field may be inconsistent. Inform your system administrator that the function:
FDFRKS could not find the structure definition for the flexfield specified by Application = &APPL, Code = MCAT and Structure number = 201 (APPID=401)
APP-FND-00798: Invalid reference $PARENT_VALUE$ in value set attached to segment Item Subcategory
Please check the WHERE clauses of your table validated value sets

STEPS
1. iprocurement responsibility > Requisitions > New
2. Select a category > Category code is blank. 
3. Flexfields > Key > Segments > Query for Name : Item Categories > Structure: PO Item Category > Compile the flexfield segment associated which such category Inventory KFF "PO Item Category"
