Symptoms

While applying a patch some .ldt files are failing with errors similar to 

Error loading seed data for FND_LOOKUP_VALUE: VIEW_APPSNAME = SQLAP, LOOKUP_TYPE = OIE_POL_DEFAULT_EXCHANGE_RATES, LOOKUP_CODE = N, ORA-24344: success with compilation error
