Unable to Find the Locator in LOV While Performing the Project Transfer

Symptoms
While performing the project transfer, user is not able to select the locator from the list of values (LOV), it shows the below error :
No entries found for list of values.
The issue can be reproduced at will with the following steps:
1. Go to Inventory responsibility
2. Navigate to Transactions -> Borrow Payback Transactions
3. Select transaction type as "Project Transfer"
4. Click on the button "Transaction Lines"
5. In the "Project Transfer" form, enter all the required fields
6. After entering the locator , observe the above mentioned error
