API Bom_Res_Default.process_res_association fails to assign the resource code to employee when there is more than one record for the employee with different effectivity dates which can happen due to HR changes.

ERROR
Get_Employee_Effectivity_Date : Unexpected Error :ORA-01422: exact fetch returns more than requested number of rows

STEPS
1. Run bom_res_pub.process_res_association to assign the resource code to employee.
2. See error above in the debug log and API returns status E  / Error.
