PAXBUEBU - Budget Lines Total Not Equal to Budget Total

Symptoms
All Oracle Projects 11i Family Packs up to and including R12.1.3. This problem can occur on any platform.
The sum of raw_cost, burdened_cost, or revenue in the budget lines for a budget version is not equal to the raw_cost, burdened_cost, or revenue at the budget version level.
At the time of saving more than one budget line for a resource, the following error is raised:
"APP-FND-01206 : This record already exists. You entered a duplicate value or sequence of values that must be unique for every record."
Deleting the duplicate budget lines and saving the record causes the totals on the budget lines screen, task summary screen, and budget form to appear incorrectly. Closing the budget form and reopening it causes the data to appear correctly on budget lines screen, however, the amount continues to appear incorrectly on the budget form and task summary screen.
