Symptoms

When attempting to end date Employee Bill Rate and Discount Overrides using API PA_PROJECT_PUB.UPDATE_PROJECT,
the following error occurs.

Error :: ORA-00001: unique constraint (PA.PA_EMP_BILL_RATE_OVERRIDES_U1) violated in Package PA_PROJECT_PUB Procedure update_project


The issue can be reproduced at will with the following steps:
1. Login to SQL Developer
2. Execute the Script calling API PA_PROJECT_PUB.UPDATE_PROJECT
3. Retest the issue
