adopmctl.cmd status gives error "oranls11.dll was not found" as shown below.

Error: The code execution cannot proceed because oranls11.dll was not found.
Reinstalling the program may fix the problem.

Also the OPMN and Apache start/stop scripts errors out.

In this case, customer performed windows server restart
