As per latest budget rules, NPS Employee Contribution should be 10%

The issue can be reproduced at will with the following steps:

1. Apply budget patch (36905378, 36814046)

2. Login to India HRMS Manager Responsibility

3. Navigate to People--> Enter and Maintain

4. Query the Employee and click on Assignment button

5. Click on Entries and tag NPS Information element to employee element entries. Make sure NPS org classification is Central government.

6. Run Quickpay and check Statement of Earning Report (SOE)
