Web-Service Endpoint Created In DBA Domain While Creating A Web-Service In The PUBLIC Domain (Doc ID 3070512.1)

Symptoms

When setting up a Web Service in the PUBLIC domain the Web Service Endpoint is created in the DBA domain.

The following exception is being generated when trying to use the Web Service.
