Symptoms

Brazil: Tax Categories Setup > Error: AR_NO_ROW_IN_SYSTEM PARAMETERS  is thrown when creating a Tax Category.

STEPS TO REPRODUCE

1. Receivables Setup > Brazil Localizations > Latin Tax > Categories
2. Attempt to Create > Get error: AR_NO_ROW_IN_SYSTEM_PARAMETERS
