Colombia Localization: Invoice Distribution Withholding Form Is Not Opening (Doc ID 3071012.1)

Symptoms

Invoice Distribution Withholding form is not opening from Colombia Payables responsibility.

The issue can be reproduced at will with the following steps:
1. Go to Colombia Payables responsibility.
2. Navigate to Invoice workbench and create an invoice.
3. Go to Distribution Line -> Tools - > Try to open Invoice Distribution Withholding form.
4. Notice that form is not opening.
