ECC Dashboard Record Access Fails With "User is not authenticated to access /ecc/ebs/formsCaller" When Drilling Down On Record For All Dashboards (Doc ID 3071018.1)

Symptoms

Post implementing Enterprise Command Center (ECC), accessing the ECC dashboard and drill down on a particular record in the dashboard fails and following error is recorded in the User Interface (UI):

"User is not authenticated to access /ecc/ebs/formsCaller"

The issue can be reproduced at will with the following steps: (the below steps mention Payables but it applies to any dashboard)

1. Login to E-Business Suite (EBS) with a user that has access to the ECC dashboards (for example, Payables Manager)

2. Once logged in, expand Payables Manager and click on Payables Command Center and it will load the Payables dashboard as below

3. Go to Detailed Insight and the Open Invoices tab and click on any of the hyperlinks for Invoice Number or Scheduled Amount

4. Clicking on the hyperlink will open a Java form (JNLP) and open the form

5. When the form is opened, below error will be displayed in the tab instead of showing the drilled down record.
