OTL: Error You must use "ABC" responsibility for this action When Updating Mobile Timecards Which Were Submitted From EBS Application (Doc ID 3071388.1)

When attempting to update Mobile timecards which were submitted from EBS application, the following error occurs on Submit section from mobile:

You must use "ABC" responsibility for this action.

The issue can be reproduced at will with the following steps:

1. Using "ABC" responsibility specific for Time and Labor.

2. Navigate to Timecards > Create timecard from EBS application > save the timecard.

3. Log in Mobile URL for Time and Labor.

4. Navigate to Submit section: timecard status is "Work in progress".

5. Click Update > change the hour type > save > get error.
