Missing Employees in Engineering Change Order Requestor LOV after 12.2.x Upgrade

Symptoms
After upgrading from Oracle E-Business Suite 11i to 12.2, some users are missing in the ECO Requestor LOV (List of Values). When selecting a user from the Requestor LOV, some employees are not found, impacting the ability to view all active employees. As a result, certain users who were present in both versions are now missing in R12.2.
The issue can be reproduced at will with the following steps:
1 Go to Engineering > ECOs > ECOs
2 Input ECO number, choose ECO type
3 Select user from Requestor LOV, but some employees cannot be found
