BEN_93811_OVERLAPPING_RATES error for 2 absences in the same day, non-overlapping

Symptoms
Two absences in the same day (2 + 6 hours, non-overlapping) are not displayed nor processed correctly:
a) When running concurrent "Participation Process: Absence", the spawned worker "Detail Report by Person" for the second absence has output that shows error:
For the Rate Start and End Dates Codes chosen, Participant Rates overlap for xxxx.
This error occurred in.
Context at the time of error:
Rslt id 59xxx Rate Start Date 13-APR-24
b) For the 2 absences, entered by "Absence Details", non-overlapping, the form "Element Entries"->"Entry Values" shows attribute "Working Hours" wrong: 6 hours for both absences.
The issue could be reproduced at will with the following steps:
1. Enter the first absence
2. Run concurrent "Participation Process: Absence" - there is no error in "Detail Report by Person" output
4. Execute payroll for person - quick pay
5. Enter the second absence
6. Run concurrent "Participation Process: Absence" - the error appears in "Detail Report by Person" output
