Negative Encumbrance Occur In Funds Inquiry Screen Without Any Actual Entries (Doc ID 3071727.1)

Symptoms

Funds Available Inquiry screen shows negative encumbrance amount without any actual entries. 


The issue can be reproduced at will with the following steps:
1. Navigate to GL Responsibility
2. Go to Budgets and verify the Funds availability
3. Query the budget and budget account
4. It shows -ve Encumbrance and no Actual balance
