Meter Read Validation Error when Moving Counters from One Group to Another "Meter Reads cannot be greater than the Usage End Date"

Symptoms
Find that there are meter read validation issues when moving counters from one group to another and also when terminating a usage asset.
The following validation warning is displayed:
ERROR
-----------------------
(1)Meter Reads cannot be greater than the Usage End Date 27-AUG-2024.
The terminated asset is displayed and allows for meter reading to be performed and submitted, however, when billing is run, it does not get picked up for billing.
STEPS
-----------------------
1. Using lease super user responsibility, author a usage contract having 3 assets using consolidated group A.
2. Book the contract.
3. Perform a meter read for all 3 assets and submit.
4. Run the following processes:
Service contract main billing
Lease Usage based billing
Lease Usage based Alignment process
Lease Program -- Receivables Invoice Transfer
AR Autoinvoice Program
5. Perform a Rebook and end the usage assets and usage line.
6. Create a new Usage line with a new Consolidated Group B.
7. Associate all 3 assets to the new usage line.
8. Process the revision and it gets abandoned.
9. Process meter read for all 3 assets, click on continue and receive the validation warning >> (1)Meter Reads cannot be greater than the Usage End Date 27-AUG-2024.
10. Submit the reading.
11. Run the following processes:
Service contract main billing
Lease Usage based billing
Lease Usage based Alignment process
Lease Program -- Receivables Invoice Transfer
AR Autoinvoice Program
12. Perform another rebook and terminate one Usage asset.
13. Revision is processed and it got abandoned.
14. Perform meter read, all 3 assets are listed, even the terminated one with blank Consolidated Counter. The system allows for the reading to happen for all 3 assets.
15. When clicking on continue, validation warning is displayed for all 3 >> (1)Meter Reads cannot be greater than the Usage End Date 27-AUG-2024.
