R12: AP: Error "FRM-40350: Query caused no records to be retrieved" While Opening Attachments at Invoice Workbench

Symptoms
Getting below error on Invoice Workbench while trying to open Attachments form for invoices with no existing attachments. For invoices with existing attachments form displays the attached files but is grayed out and can not create new attachments.
The issue can be reproduced at will with the following steps:
1. Navigate to Payables Responsibility:
Invoices > Entry > Invoices
2. Enter new invoice and click on the attachment button in the toolbar. Observe the error.
3. Query an existing invoice with attachments.
4. Click on the attachment button and attachments list appear but form is grayed out.
