Item XXXXX Showing Available But No Serial Number Shown. Cannot Transact Item (Doc ID 3073466.1)

Item showing available but there is no serial number attached . The item is not available physically .It is serial controlled item so can not move out .
In Transaction Open interface ,see following error

 There is one or more transaction stuck in the transaction open interface with an error about missing serials or missing lots on the transaction.


The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Go to Inventory responsibility
3. Navigate to Transactions>Miscellaneous Issue
