Duplicate GT&Cs (General Terms and Conditions) are created when 'Intragovernmental Agreements Interface Program' was run with parameter 'Process Error Documents' = "Yes".

Steps
------
1. Login to EBS with CLM Purchasing responsibility
2. Navigation = Requests
3. Submit 'Intragovernmental Agreements (GT&C) Interface Program' to run with parameters 'Process Error Documents' = "Yes"
