Symptoms
In the Budgets form, while querying a budget for an existing project, get the error below:
APP-PA-19973: Encountered Oracle error- 1422. Refer to
Oracle server messages and codes manual. Report to Oracle
Worldwide Support with the diagnostic information: stage get
draft budget id <Project_Id><Budget Type> ad stack
-> get_draft_version_id.

Replication Steps:
=============
1. Using a Projects responsibility and navigate to Budgets.
2. Enter:
Project Number = <Project Number>
Budget Type = <Budget Type>
3. Click "Find Draft", get the above error.
