FNDSM And FNDIM Is Not Starting Up After Migration To OCI (Doc ID 3073683.1)

Symptoms

After migration of E-Business Suite (EBS) to the Oracle Cloud Infrastructure (OCI), the Service Manager and the Internal Monitor, on node APPS02 and on node APPS03 will not start up.

Start the concurrent managers with the script adstrtal.sh or adcmctl.sh and the following error occurs in the Internal Concurrent Manager (ICM) log file:

"Unsuccessful in TNS ping of node APPS03, error reported: Ping Timed Out.
Could not contact Service Manager FNDSM_APPS03_SID. The TNS alias could not be located, the listener process on APPS03 could not be contacted, or the listener failed to spawn the Service Manager process.
