Symptoms
When attempting to click on Scheduled Payment amount on ECC Payables Command Center, the following error occurs:

The selected schedule will not be processed as it is not eligible for payment
You are trying to access a page that is no longer active.
The referring page may have come from a previous session. Please select Home to proceed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Payables Responsibility
2. Open the Payables Command Center
3. Now click on Scheduled Payment amount on ECC Payables Command Center and getting the error "The selected schedule will not be processed as it is not eligible for payment".
4. After closing this error, user is getting the other errors:
"You are trying to access a page that is no longer active."
"The referring page may have come from a previous session. Please select Home to proceed."
