An Extra Credit Memo is Being Created When Zeroing Out an FSA During a Revision

Symptoms
After revising a Lease contract with an Asset and a Financial Services Asset that is in Evergreen status to zero out the FSA payment, the Rebook is completed and Billing is run. Two Credit Memos are being created. One is for the FSA (expected) and one is for the Asset (not expected). Only the FSA should have a Credit Memo.
STEPS
The issue can be reproduced at will with the following steps:
1. Booked a contract with 1 Asset and 1 FSA Asset. No defined Evergreen payments.
2. Ran billing to create invoices.
3. Paid the invoices.
4. Ran "Terminate Expired Contracts" and now contract is in Evergreen status.
5. Ran Evergreen Billing to open the first set of Evergreen invoices.
6. Revised contract to only zero out the FSA Evergreen Payment.
7. Completed Rebook.
8. Ran billing again.
9. This created a Credit Memo for the FSA Evergreen payment as well as a credit memo for the Asset Evergreen payment.
