After Installing Patch 36977111:R12.CLE.C , the Cash Document Incorrectly Account the Tax Amount as 'Non Recoverable Tax Amount' Instead of 'Recoverable Tax Amount' (Doc ID 3074992.1)

After installing patch 36977111:R12.CLE.C, the newly created cash documents incorrectly account the tax amount into "Non Recoverable Tax Amount" while it should go to "Recoverable Tax Amount".

The issue can be reproduced at will with the following steps:
1. Navigate to Cash Desk Manager Responsability
2. Go to Transactions > Cash Documents>Create Document
3. Observe the issue
