Records With "Error: Missing Item" Not Included In The Movement Statistics Exception Report (Doc ID 3075765.1)

Symptoms

After the installation of the Patch 36555892, "Movement Statistics Exception Report" is not including Records with Missing Items.
Consequently, the Official report cannot be run, because these Records remain Open but not reflected in the Exception Report for correction.

Expected behavior
"Movement Statistics Exception Report" should include Records with Missing Items.

Steps
The issue can be reproduced at will with the following steps:
1. Inventory responsibility
2. View - Requests - Movement Statistics Exception Report
