Symptoms
The initial ECC Full Data Load for CLM Command Center is failing with the following errors:

STEPS

The issue can be reproduced at will with the following steps:
1. Using CLM Responsibility, navigate to ECC Administrator -> Submit Requests
2. Run Full Data Load
3. The load run errors out
