When attempting to generating revenue
the following error occurs.

Cursor 11: ORA-01722: invalid number

The issue can be reproduced at will with the following steps:

1. Navigate to Project Responsibility > View > Requests
2. Run PRC: Generate Draft Revenue for a Single Project
3. Review the log file.
