Symptoms
Not able to save the receipt after BOE application because of the below error

fnd.plsql.APP_EXCEPTION.RAISE_EXCEPTION.dict_auto_log The unit of measure conversion either does not exist or has been disabled.

The issue can be reproduced at will with the following steps:
1. Navigate to the India Local Purchasing responsibility.
2. Receiving-> Receipt.
3. Enter a new receipt.
4. Click on Tools-> India Tax Details to apply taxes and apply BOE.
5. Try to save the receipt.
6. Receiving Transaction Processor completed in error.
