Imported Price Break Not Shown After Publish RFQ / Price Break Entered In Surrogate Quote Not Shown (Doc ID 3076856.1)

Price Breaks entered not displayed in RFQ(Request for Quotation) /created Document issues in Sourcing.

ISSUE 1:

Price Break Information Is Missing after publish RFQ
After publish RFQ，price break information is not getting included when importing lines to a negotiation.

Step to reproduce:
The issue can be reproduced at will with the following steps:
In Sourcing responsibility
1. Go to Sourcing Home page -> Create RFQ
2. Enter fields for creating the RFQ (select OUTCOME as Standard Purchase Order)
   - Go to Lines
3. Enter Line manually, using the Create Line option
      -  Select Actions = Import Price Tiers -> click Go
4. Create the price tiers in tab-delimited format
       - Import Spreadsheet (Tab-delimited format)
       - File gets imported
5. Click on Line or Update to view the price tiers.  
       - Can find the price break information
6. Publish RFQ
7. Go to Line to view the price tiers, no Price break information

ISSUE 2:

Price Break information entered during Surrogate Quote is not shown when view Quote details.

Step to reproduce:
The issue can be reproduced at will with the following steps:
 In Sourcing responsibility;
1. Buyer Create RFQ with price break information
  - In Lines;
  Go to Import price break
  - Upload xx.txt file
  - Price break information imported
  - Publish

2. Buyer Create Surrogate quote
  - Go to RFQ -> Create Surrogate Quote
  2.1- For the line;
    enter quote price
  2.2 - Go to Line details ->enter Price break info
  Line 1: xxxxxxx page;
   Price Breaks;
   Response Optional - Suppliers can modify, delete or add price breaks.
   Agreement Release Quantity Non-Cumulative
    -Enter Price Breaks
   - Submit
  
3. View submitted Quote
  Negotiations > RFQ: xxxx > Quote History (RFQ xxxxx)
  or go to >Award by quote

 Quote xxxxx page;
  - shows
  
  Line region
  Attachment region
  Alternate line region

  -- No Price Break Information

ISSUE 3: 

  After Award for above surrogate quote,create BPA(Blanket Purchase Agreement) missing Prices break as no Price break passed.
