E-Commerce Gateway - Skipped Documents But 0 Violations

Symptoms
On : 12.2.11 version,
When using E-Commerce Gateway to import EDI messages into Order Management .
Within E-Commerce Gateway, there is a form named "View Staged Documents".
It happens rarely, (1-2 times per month) where an EDI message of transaction type "IN: Purchase Order (850/ORDERS)" is not imported into OM, but listed under "Skipped Documents".
When checking the "Process Violations" nothing is mentioned there. The "Column Violations" is also shown as "0".
When Resubmitting , the EDI message is successfully imported into OM without any additional steps required.
Why are such EDI messages not automatically imported but moved to skipped documents?
EXPECTED BEHAVIOR
That such EDI messages would be imported and note moved to skipped documents

The issue can be reproduced at will with the following steps:
1.Purchase Order EDI Issues ( 850, 860, 855, 865 )
