Symptoms

The recoverable checkbox is not checked on BOE for the recoverable taxes.

The issue can be reproduced at will with the following steps:
1. Navigate to the Oracle Financials for India responsibility.
2. Transactions-> Enter Bill of Entry.
3. Enter a new BOE and click on the "Lines" button.
4. Select PO (Purchase Order) for reference.
5. Click on the "Taxes" button and apply recoverable taxes.
6. Recoverable checkbox is not checked.
