Unable to create Blanket Release where Purchase Requisition (PR) need by date is earlier than Blanket Purchase Agreement effective date  

ERROR

Error: Need By Date Should be equal or after the effective start date.

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:

1. Navigate to Purchasing responsibility > Purchase orders > Create a new Blanket Purchase Agreement (BPA) and APPROVE

2. Requisitions > Create a new Purchase Requisition (PR)

3. Open Autocreate Documents form > Query the Approved PR > Try to Autocreate BPA release from the Requisition

4. After business applying the patch 36167370:R12.PO.D existing validation with promised date is removed and they need that validation now
