Is it possible for Oracle EBS Payroll to take courtesy taxes for individual employees?

Employee works in Upper Sandusky, OH, but lives in the City of Bucyrus. The work location has a 1% tax, but the resident location has a 2.5% tax. The payroll process correctly deducts the 1% tax, and the employee gets credit for that amount when having to pay the addition 1.5% at the end of the year. Employees are asking if we can also deduct the additional 1.5% through payroll.
