OTL Audit Trail Report - Rejected Timecards Are Showing As "Approved Partially" (Doc ID 3079129.1)

Timecards with multiple approvals are showing up on the OTL Audit Trail Report as "Approved Partially" when one or more approvers reject the timecards.

The issue can be reproduced at will with the following steps:
1. Create a timecard using Self-Service Time or equivalent responsibility
2. Submit timecard for approval (requires multiple approvals)
3. Login as approvers to approve timecard and reject the timecard (one or more approvers)
4. Submit the concurrent program OTL Audit Trail Report for this particular timecard
5. Even though all approvers have acted on the timecard and its overall status is rejected, the Audit Trail report is showing the status as Partially Approved
