Is it Possible To Setup Promotional Modifiers With Different Items ? (Doc ID 3079396.1)

Goal

Customer has been setting up promotional modifiers to test the functionality in advanced pricing 

Customer was able to do a promotion such as Buy 2 of Item 06-422-060-001 and get 1, 06-422-060-001, free. --> IT WORKS, no issue.

However, this is not exactly what customer is trying to achieve for the business requirements.
Customer is asking --

if it is possible to setup this (below) kind of promotion within advanced pricing 


REQUIREMENT: Promotion buy 2 items from the list of 60 different items available and get 1 free of the any 60 items from the same list for free.
List of 60 items such as:
06-422-060-001
07-423-060-001
10-419-060-001
10-420-060-001
07-413-064-001
...

QUESTION:
Is that possible to create a promotional modifier specifying the list of the 60 items available in the promotions and out of that 60 items when you order any 2 items included in the list, you get any item from that list for free.

EXAMPLE #1:
Customer place an order for :
06-422-060-001 X1 = 100$
07-423-060-001 X1 = 200$
07-413-064-001 X1 = FREE 0$

EXAMPLE #2:
07-423-060-001 X1 =200$
10-419-060-001 X1 = 150$
10-420-060-001 X1 = FREE 0$

What customer can see as possible right now in oracle is to buy item W qty = 2 and then I have the item Y for free... The issue is that customer does not know in advance what item the client will pick.

The promotion is any for any 2 items in the list of 60, then you have one item free from the same list.
