Symptoms

Package body PO_UDA_TEMPLATES_UTIL becomes invalid after applying Patch 35697628:R12.PO.D which delivers the following file versions:

  PO_UDA_TEMPLATES_UTIL.pls 120.10.12020000.6
  PO_UDA_TEMPLATES_UTIL.plb 120.22.12020000.17

Attempting to compile the package fails with error below:

    PLS-00313: 'DEBUG_MSG' not declared in this scope
    PL/SQL: Statement ignored
