Transaction Cost Is Different From Actual Cost In MTL_MATERIAL_TRANSACTIONS When Currency Conversion Is Involved

Symptoms
In mtl_material_transactions(MMT), the transaction cost is wrong for an item with currency conversion causing purchase price variance(PPV)to be generated for the decimal value.
For example: Actual Cost - 58922516.495 Transaction cost - 58922516.5281393. So, a PPV is generated for 0.033 quantity
Steps to reproduce:
- Create Purchase Order
- Approve the purchase order
- Create Receipt for PO
- Run Cost Manager
- check the distributions in material transaction form for a PO receipt record
- PPV will be generated for decimal value
