Duplicate Customer Sites When Creating AGIS Customer Association for Existing Customer Account and Existing Location (Doc ID 3079910.1)

After installing Patch 37623152:R12.FUN.C, which contains Patch 37393215:R12.FUN.C, notice that when creating AGIS Customer Association for existing Customer Account and existing Site Location, a new Customer Site is created, identical to the already existing one.
Observed this issue after installing the related patches, with the related file version CustSuppMapAMImpl.class 120.21.12020000.19.

In another test instance, without the related patches installed, with the previous file version CustSuppMapAMImpl.class  120.21.12020000.8, when creating AGIS Customer Association, there is no creation of an identical customer bill to site to the existing one.

The issue can be reproduced at will with the following steps:
1. Responsibility: Receivables
2. Customers> Create/Maintain Customers> Sites - creating Customer site for the existing customer
3. Responsibility: Intercompany Super User
4. Navigate: Setup -> Invoicing Options -> Customer and Supplier Associations
5. Select Legal Entity and Operating Unit
6. Select Training Partners
7. Select Existing Customer Account, by selecting the Customer name
8. Enter the Bill To Location value with the existing Location name newly created in the customer site from Customer Site-Business Purpose-Location
