Post Enterprise Command Center (ECC) Deployment From OCI Marketplace Importing EBS Application With patchEccFiles.pl Is Failing For All Module With "failed with HTTP status: 409" Error (Doc ID 3081032.1)

Symptoms

When attempting to import applications from EBS to ECC using patchEccFiles.pl script, the script fails and the following error occurs.

ERROR: Failed with status 409 for url http(s)://xxx.xxx.xxx.xxx:port/ecc/user/import/applications?gfmString=xxxx
java.lang.Exception: http(s)://xxx.xxx.xxx.xxx:port/ecc/user/import/applications?gfmString=xxxx failed with HTTP status: 409

The issue can be reproduced at will with the following steps:
1. Install EBS 12.2.14 Vision with ECC V13 from the marketplace image using Doc ID: 2764690.1
2. Make sure integration is successful and application is accessible
3. Import applications from EBS and check to see if import is successful with patchEccFiles.pl script
