Symptoms

While trying to view payment details for a payment the payment page is not opening, error message appears:

Function not available to this responsibility. Change responsibilities or contact your System .

Administrator.

The issue can be reproduced at will with the following steps:
1. Payables Responsibility --> Payment Workbench.
2. Query a payment in the Payment workbench.
3. Go to tools --> View Payment details.
4. Due to this issue, users cannot view the payments details screen
