Symptoms

Going into Workflow Administrator Web Applications to change the user or role in charge of the Workflow administration from any value to another responsibility.

Choosing "System Administrator" as the responsibility.

When coming back using SYSADMIN user (or another user that has the System Administrator responsibility granted), cannot change it anymore because the LOV of the Workflow System Administrator is not available anymore.

Looking in the table WF_RESOURCES, the string "SYSTEM ADMINISTRATOR" has been inserted in the TEXT column:

Detailed steps:

Workflow Administrator Web Applications;
Administrator Workflow-->Administration;
In the Workflow System Administrator field, click the LOV button to bring back the list of available users and responsibilities:
Use the SELECT radio button to bring back the row corresponding to "System Administrator" responsibility;
Click apply.

Either log out and log back in; or go to home page and come back to the same page.

When coming back with a user that has the System Administrator responsibility, the LOV is not available anymore so cannot change it back.

Also try using the Quick Select icon with the same result.

Changes

Upgraded to 11.5.10 and also applied the CU 1 3240000
