How to use Cross Currency like Euro to EMU currencies at fixed rate for Non-EMU Currencies?

If Cross Currency cannot be used for Non-Emu Currencies then Will the functionality of Cross Currency like Euro to EMU currencies at fixed rate will be available to other Non-EMU Currencies?
