Funds Check fails at Summary Account Level Even If There Is Enough Budget (Doc ID 311459.1)

Symptoms

Budgetory Control is setup for the set of books.
Budgetory Control is set as Advisory at the Budget Organization Level
Budgetory Control is set to Absolute at the Control Group level.
Budgetory Control set as Absolute at the Summary Account level. The amount type is set to YTD and boundary is set to Year for the summary template.

When entering some journals the journals are failing funds check at the summary template level. In the "View Results" screen, for Budget only, for the monthly budget is being considered, instead of YTD, as expected, since the amount type is YTD and boundary is set to Year.

Verified from the back end that the funding budget has adequate balance for the concerned summary account but still the funds check fails.
Tried installing latest funds checker patch as well but it did not help.
